An occupant of one of the shacks on the hobo refuse, who would give his name only as "Frenchy," tidies up his place and decorates it with shells. Men like this often make improvements on the shacks, which some of the hoboes maintain as their homes, coming back time after time. The refuge was started 30 years ago by Mrs. John Howard child on her estate in Santa Barbara, Calif.
