Wilber P. Pickin, a rehabilitated war verteram of Washington D.C. at work on the model of Meridian Hill Park, in progress of construction in Washington. The Veteran learned the art of making models under the direction of the federal vocational bureau after his return from France, where he was badly injured while moving heavy machinery.
